Company History

Development Counsellors International (DCI) was established in New York City in the summer of 1960, by Ted Levine. Incorporating the marketing and public relations skills he honed as U.S. director of public relations for Puerto Rico’s “Operation Bootstrap” program, Levine created a model economic development program for other destinations wanting to boost tourism and encourage business development.

In July 1991, Andy Levine, Ted’s son, joined DCI, eventually taking over the day-to-day management responsibilities of the agency and becoming the firm’s president. He brought on three additional business partners, Karyl Leigh Barnes, Managing Partner/Tourism, Julie Curtin, Managing Partner/Economic Development and Carrie Nepo, Chief Financial Officer.

Today, DCI employs more than 50 of the best and brightest professionals in the business, the largest assembly of place marketing professionals in the world. The firm is headquartered in New York City, with regional offices in; Denver, CO; Los Angeles, CA; and Toronto, Canada.

Since we opened our doors, we have worked for more than 450 communities – from countries, to states, to thriving metropolitan regions, to rural areas - all striving to promote their community for travelers and investment.

DCI is active in two practice areas:
• Tourism: travel marketing and public relations (consumer; trade; MICE)
• Economic Development: investment marketing and public relations; talent attraction; investment attraction/export sales development

Each day we strive to implement programs that not only increase visitor arrivals and spending, but create jobs in local communities.
